Cleethorpes Pier Gardens

A much-loved Victorian seafront park reimagined for the 21st century.

Working alongside WSP, HemingwayDesign are working with North East Lincolnshire Council on the transformation of Cleethorpes’ Pier Gardens.

This commission builds on our earlier work on the Cleethorpes Masterplan and subsequent successful Levelling Up Fund application, also delivered in collaboration with WSP (formerly GL Hearn). That bid secured £18.4m of government funding, with £8.4m allocated specifically for improvements to Pier Gardens.

The masterplan for Pier Gardens reimagines the Victorian seafront park as an inclusive, year-round destination for both residents and visitors. Designed for all ages and abilities, the proposals balance moments of play and activity with opportunities for reflection and connection to nature.

The design responds to the site’s existing character — its points of arrival, views, trees and topography — to shape a series of interlinked zones. A central play area anchors the gardens, creating a focal point for families while ensuring the “spirit of play” runs throughout the entire park. This zone will feature new water play and structural play areas — inspired by the Humber Estuary sea forts — integrated with the mature tree canopy.

To the north and south, performance and events spaces extend the life of the gardens. The northern arrival space will create a new high-quality gateway linking the town centre with the seafront and the new Sea Road building. To the south, the design responds to the reflective character of remembrance with new memorial gardens and a memorial plaza, creating a tranquil setting for gatherings and moments of contemplation.

Throughout the gardens, planting schemes are inspired by the natural character of South Beach. Hardy coastal grasses, wildflowers and low-maintenance perennials will create a resilient landscape that changes with the seasons and supports biodiversity. Insect habitats and pollinator-friendly planting will provide for local wildlife, while interpretative signage will emphasise the importance of the area’s SSSI and rich estuary ecosystem.

Facilities such as accessible gym equipment, outdoor classroom, and a dedicated skating zone — developed with skatepark experts Betongpark in collaboration with the local skate community — are designed with the community in mind, ensuring Pier Gardens works for residents all year round.

HemingwayDesign have developed an interactive public realm strategy using the distinctive CLEETHORPES typography — by local graphic designer Sean Rodwell — previously seen on the Sea Road hoardings. Each letter will be reimagined as a three-dimensional installation integrated into the park — inviting play, rest, learning, skating, socialising and photo opportunities. These installations will also act as wayfinding and interpretation points, encouraging exploration through the park and wider resort, and interaction for visitors of all ages. A series of co-design sessions with the public will help shape decorative elements and ensure the final design reflects local identity.

Pier Gardens will become a landmark seafront destination that honours Cleethorpes’ heritage while creating new opportunities for play, culture, ecology, wellbeing, and community life. Work on site is expected to begin early 2026.
